wasn't about papparazi, it was about a reporter asking questions the congressman didn't like because he started asking about an investigation into his fundraising violations.
The legislative branch has demonstrated time and time again that it sees journalism and journalists as adversaries, not a properly-functioning cultural news enterprise that is supposed to ask questions to power. When politicians utter threats for asking uncomfortable questions or publishing uncomfortable (but legal) things, they're failing at their duty to be accountable to the people.
