Well I have put windows 8 on my laptop, not upgraded but a clean install, and every single steam game gives me the connection timeout error.
No matter what game server or if im using ethernet or not, and it happens on every single connection I have used.
I have tried reinstalling steam
I even reinstalled windows but it just refuses to work.
I have copied the game files from my desktop to the laptop but steam isnt picking up the games.
Am i the only one with this error or other getting it to?

Since the games aren't picking up, start the install process for them in steam without the content being in the steam apps folders, then close off steam and copy the files across. After this, validate them and it should work fine. Note that any custom maps and files may not work and can cause crashes (especially source games) which can be solved by deleting the custom content client side and then re-downloading them.
With your time out connection, try waiting 60 seconds (until your steam overlay says game session time is 1 minute (or 2 minutes to be safe)) and then join the server. This happens with my connection for some reason which causes me to drop out at exactly 60 second mark. When I wait the 60 seconds and then join a server, it connects properly and will not drop out. You may also wish to pick a server, take its IP and connect via console which most games with a developers console will allow you to do.
If this is still happening (the connection issue), try booting the game with Steam friends set to offline to prevent the steam overlay from checking to see if your friends are online which can cause initial connection problems for some people but wait the 60 seconds also.
