• PSU might be fried

My desktop is refusing to boot. I think that the PSU is dead because the fans don't blow at full speed for 1 second, I my usb hardware (mouse etc) doesn't get any power, the leds on the motherboard that show if the PC is on don't fully light up and the power keys (power on/reset) don't seem to work once the pc is "on". Do any of you guys nkow how to check if the PSU is fried? (I normally have my PC on 24/7 and I've had this PSU for ~3 years now)

All the paperclip test does is allow you to check if the fan is working and I can tell you that it is.

Also take a pic of them.
I know what they are and how a defect looks but I couldn't see any defects. The big one gave me a shock when I touched it though (everything was unplugged)
