They could also explain it as certain military veterans getting free places in Vaults both as a 'thank you for your service' deal and a way of getting people who can provide security if shit went down. You don't want you vault experiment ruined by some jerk who thinks he'd make a great Overseer and tries to start a revolution (or maybe you do).

i don't keep up with housing prices, but i heard from a friend that a 2 roomer a few kilometers outside the city center went for about €2m
It's weird that they'd have only 3 years worth of food, I wonder how they are powered as well? If you built in the right location and had the right people on board, wouldn't it be possible to have something like a self sustaining underground farm as well as everything being powered by geothermal?
Also I wonder what would happen when the security staff who have all of the power get sick of the kinds of people there and realize that fewer people means a lot more food and space.

Yes, but you also need just the right amount of corruption, general badness and ugliness, some leaks and contaminants in the pipes, so that eventually people will turn against each other, maddened, locked away in their vaults where.. happiness prevails.
