It's not even worth discussing the rest of the world when you realize how bad they have it there.
This is not just a ISIS problem, it's wide-spread through the middle east and the western world where muslims are, you cannot just point a finger at isis, it's a problem with islams intolerance towards those of other sexual orientations. It is largely fundamentalist Islam combined with a lack of education on the topic that is heavily oppressing LGBT people in predominantly Muslim countries. It isn't a necessary condition of Muslims, but as far as we can tell it seems to be a necessary condition of countries that adopt Islam in any significant way within their government and laws. Much the same as fundamentalist christianity combined with a general lack of education on the topic is causing LGBT people all manner of harm in Uganda, and has historically done so in many parts of the west.

I'm not even opposed to Islam - I think everyone has the right to practice their religion within the confines of the law (which itself should be written in the interest of preserving human rights) - but there's no two ways about it: Islam, like, say, Christianity, is fundamentally a homophobic and sexist religion. Many modern Muslims have deviated from these practices, just like many modern Christians, but it is far and away the norm in the middle east.
