Simply put it's a bill that can shut down youtube if a user uploads a copyrighted video.
E.g if I upload a music video on youtube or a movie trailer and the music company or the movie studio files a copyright claim youtube will be held responsible and so will the user.

What are your opinions on this bill?
99% of websites have some sort of copyrighted information; not that it matters. This bill will never be passed, anyways, and even if it does, it's blatantly unconstitutional.
