I don't play Eve, but the idea behind ice sounds rather silly so it probably makes sense to remove some of it.
it's good as there are tons of POS'es and it'll create a hell of a lot of chaos which is always nice. Also, the Devs said that about 80% of the ice will be in High security (where you are not allowed to attack eachother) and the other 20% spread around in Low security, where you are free to engage one another. This means some serious battles over the ice belts might happen when Oddysey launches.

Isn't ice that mineral that CFC has a massive monopoly on? I remember hearing about them number crunching that back when I played.

You're thinking technetium, that's mined from moons that are controlled by a cartel of player empires including the CFC. Though that resource is also getting nerfed in this patch.
You may be thinking of the ice interdiction, where they just ganked the shit out of anybody mining ice in Gallente space for long enough to fuck up the prices.
Also, a critical distinction to note: it's not that 80% of the ice is in highsec. It's that if all the ice in highsec was mined, it would only supply 80% of the games usage [I]as of right now.[/I] POSes aren't the only things that use ice for fuel, jump-capable ships use it for their jump drives as well. This includes jump freighters, which are used to cheaply import goods and supplies from empire space to the edges of the galaxy. So not only will that be more expensive because of fuel, still more changes in this same patch are boosting the ores and manufacturing capabilities of nullsec to encourage it to be more self-sufficient.
It's a rather big expansion.

The Eve: Odyssey expansion isn't out yet. So, after the release of Odyssey on the 4th June there will 1/900th of the ice that is currently in the game

yes it's actually ice - think comets and the minerals trapped inside - they contain isotopes of oxygen, helium hydrogen and nitrogen as well as heavy water and strontium clathrates
i'm not sure where CCP got that statistic from because ice as it stands is infinite.

they should make highsec only be able to provide 80% off all minerals and materials tbh

It won't 'run' out per say, it will just spawn in different locations after the zone has been wiped of ice.

The way that ice currently works is similar to how asteroid belt work, a certain number of comets are spawned in a determined position, which can then be mined by ships with ice miners on them. They are filled up again after every downttime, which is when the servers take a half hour break every day. The new situation is that ice fields are randomly spawned in certain systems every 4 hours, and to get to them you have to scan for them, meaning that you can't just sit in a single belt all day and mine from dusk til dawn.

The ice belts themselves can be mined infinitely, but there are a finite number of ice belts. This change would appear to be reducing the number of ice belts to about 1/900th of the amount there are now. I'm a bit unclear about whether the belts will still be able to be mined infinitely once they are under your control, or if they are now finite supplies that appear in new locations after having been depleted. If they are only spawning in anomalies now, then ice belts will have to be scanned down by dedicated exploration/probing vessels, as opposed to the current situation, where any ship in the system can see and warp to the ice belt from their system overview.
1/900 is a useless number.
Also I'm pretty sure the new ice sites can be found with just your ship scanner.
The important figure is that with the new finite amount of ice that can be mined in a day when the expansion hits, highsec will only be able to provide 80% of pre-expansion demand. This means that some combination of the following will happen:
- Ice prices go up from reduced supply
- Ice mining becomes more profitable from higher prices
- The increased profit offsets the increased risk for people mining ice in nullsec, and supply increases from there
- Ice demand decreases from decreased usage from decreased supply and increased prices. This can mean less player-owned station towers, less capital ship movement, less jump freighter usage.
Less jump freighter usage is supported by the change to nullsec minerals and manufacturing which makes it more logistically feasible to produce in nullsec, thus cutting demand for jump freighters.
Less POS tower usage might be undermined by the changes to moon minerals.
It's a lot of factors, but they should balance out.

Think of it like Minecraft. Coal spawns in infinite amounts, and Diamond spawns in infinite amounts. Which one is more common? Ice could be less common to come by, even if there's still infinite amounts.

this is all wrong
for a start there aren't even close 900 ice belts in new eden
there are going to be exactly as many ice belts as before - they'll show up in exactly the same systems as before but the ice in them will be finite and they'll respawn once ever 4 hours
you won't need a dedicated exploration vessel to find them - anomalies are found with the on board scanner

this doesn't make ice belts any harder to find, they're being moved to anoms so CCP can re-use their respawn code rather than writing something new for ice belts
