I don't know if this sounds silly but I need to ask. Why are we still putting new sanctions on Korea after all these years, why don't we just embargo every single thing and be done with it?

There's even cannibalism. The state is too strong, and the people are long past their ability to rise up. There will be no riots in Korea unless it comes from the extremely brainwashed military, but even then, the riot would be put down by others with the promise of food and threat of death. That place is so far gone, there is no hope of revolution from the inside.
