So I built this new pc about a week and a half ago and during games/movies/music it would sometimes stutter,games would stutter for half a second, movies and music would stutter longer.
I'm running on windows 7 home premium 64 bit.
I got an intel i7 960
I got 12 gb ddr3 ram
I got a Gigabyte GA-X58A-UD7 motherboard
I got a sapphire 5970 GPU
a 750 HD
and a 1 TB HD.
Reinstalled the GPU drivers?
I'm updated to the newest gpu drivers via Steam.
You should probably try with a re-installation of them.
Download DriverSweeper from here:

Go into safe-mode, and do a full ATi cleanout.
Reboot into normal mode, and download the newest drivers for your card from here:
[url]http://sites.amd.com/us/game/downloads/Pages/radeon-win7-64.aspx[/url]
When the installation's finished, reboot again, and report back.
Might be DPC Latency, run this: [url]http://www.thesycon.de/deu/latency_check.shtml[/url] - and after you get a stutter, see if it spikes. If so, let us know and we'll get you some diagnostic tools.

I've been running this tool and right now it doesn't seem to be stuttering, odd.

Whythe hell would you need such an overpowered pc?
Especially with the HD6*** comming out this month.
Annyways what is your PSU?

It's an antec 850 watt psu.

That looks like something's playing up. It's a pretty long process, but here's the windfall:
Please remember that the commands should be entered EXACTLY.

1: Grab the Windows SDK ([url]http://www.microsoft.com/downloads/en/details.aspx?FamilyID=c17ba869-9671-4330-a63e-1fd44e0e2505&displaylang=en[/url]) - it's a small bootstrapper
2: When you pick what you want from this list:

[b]DESELECT EVERYTHING EXCEPT "Win32 Development Tools"[/b] - this will save you a hefty download
3: Wait for it to download and install all of its shit
4: Head to "C:\Program Files\Microsoft SDKs\Windows\v7.0" (or wherever you installed) and install wpt_x64.msi (might have to restart after this)
5: Open a new command prompt (Start, type in CMD then enter)
6: The command to run is as follows (might freeze the prompt for a few seconds):
[code]xperf -on latency[/code]
7: Recreate the latency in-game (might be an idea to have the meter open)
8: When you've got it, run this:
[code]xperf -stop[/code]
Then make sure you've got it:
[code]dir \kernel.etl[/code]
9: Run this:
[code]xperfview \kernel.etl[/code]
If you've got User Account Control disabled, you'll get a message about running elevated, you can go ahead and say yes
You'll then get a GUI that looks like this:

Scroll down and find the DPC CPU Usage flow (and take a screencap of it), then right click and select "Summary Graph", which'll get you this:

The current antivirus I use is avira free.
Use "Microsoft Security Essentials", works wonders.
That thing itself got my PC out of a very tough situation with the help of CCleaner (to remove old infected Avira) and [b]Malwarebytes[/b] to scan for shit that Microsoft Security can't find.
Obviously doesn't have anything to do with your graphical problems, but since you've got such a super PC, I recommend switching to these antivirus softwares.
