Need help forming a build with HEAVY restrictions.

I'm not even sure if a build like this is possible,
The guys wants:
-Blu-Ray Drive
-Mini-ITX (hopefully, if it's impossible he'll consider microATX)
-a 23-24 inch screen
-for it to be under 800 pounds
-Parts must be bought from not ebay in in the UK
-needs wireless
-oh ya need OS
The computer will mainly be used for watching blu-ray, TV, and skyping
so it has to do those 3 things properly
I'm hoping for a case like

I've been working on putting together a custom PC lately and I can say it's completely possible.
You could even fit a Radeon Hd 5670 or a smaller GeForce card into it for light gaming if he wants.

but putting in the bluray and monitor and windows might makes is over budget easily
A fair way under budget and it meets all requirements

You don't need 4GB of RAM or a quad-core CPU to play blu-ray movies. Also that disc drive won't fit into the case. If you cut down to a dual-core and 2GB of RAM you could probably fit the 24" Dell Ultrasharp and a slimline blu-ray drive.

Ah my mistake, I was a bit lazy reading the OP/specs of case
get an Atom + ION board in a mITX case (some Asus boards come with a wifi card + remote w/ reciever), 2GB RAM kit, any hard drive, a standard 2x or 4x Blu-ray player, and you'll be set.
I made a system like this just a few weeks ago for my family, hooked it up to the living room TV to be an all-in-one device for netflix, blu-ray, etc. and it cost me about 450USD with some peripherals, and I already had a 2x Blu-ray player.
The only things that don't really work on it are Windows Media Center (it's too bulky, even the UI lags a bit) and Netflix via Boxee, which lags a bit. Blu-ray playback works with some software I got on sale from Newegg last Christmas, and we just use Chrome to browse and play netflix movies.

oh yeah, and I got a case that came with a power supply, but the motherboard had an AC adapter. Fitted two 60mm fans where the PSU was
Why does he even want Mini-ITX.
