Is the Samsung HD103SJ meant to make this much noise?

I've very recently returned a Seagate 7200.12 1TB due to it being very noisy. eBuyer confirmed it to be faulty and I asked for a Samsung F3 Spinpoint 1TB HD103SJ as a replacement.

I've got the drive and it's also very noisy, sounds like this:

Considering this is my 2nd drive, is it normal for 1TB drives to be this loud?
