It happens. Believe it or not, it's kind of hard to shove things out the back of a cargo plane and make them land next to the people you want. Especially when the people you're delivering to are in the middle of a full-scale urban battle. Shit, the fact that ANY weapons get to the people we want is impressive.

At least this way a major threat can hopefully be removed quicker and easier.
