Yes, they probably wait for some big event so people settle down and ignore it. Maybe the protests tomorrow will change their mind - a lot of people are watching it closely and inform people if something happens.

When are they finally going to ratify/refuse it? I've seen that sentence in every single report on ACTA.
Like ACTA would do anything now that tribler is out, you can remove the DNS records for websites all you want, but you can't stop a peer2peer network.

They only signed it 3 weeks ago, ratification never happens that fast
Whoever came up with ACTA should be shot into the sun.
