iTunes will not stop forcing itself to be the top window

I open iTunes and Last.fm starts getting ready to scrobble. When browsing the internet with iTunes in the background, minimised, it will keep popping up randomly for no reason. It's really annoying. I have the current versions of everything but VoiceOver, since I hate it. I don't know what is causing this problem but it's really fucking annoying. I'm running windows vista and I've never had this problem before now.
