Apparently the guy left a package on the counter in McDonalds and then left the premises saying 'Merry Christmas' on his way out. (No source, based on rumours circulating)
Whole town centre was evacuated.
Police are saying it's not a terrorist attack.
The army was called in (a chinook flew in) and the package has now been detonated.
There's a video circulating on Facebook of the (unconfirmed) perpertrator apparently attempting to kill himself in front of a bus, but when it stopped, he just ran into the front of it, which obviously did nothing.

Yes, police are treating it as a hoax now. My mistake with the title, shouldn't listen to local rumours as much. Package was harmless.

It's commonplace to inform whether or not it was a terrorist attack to help calm people down. They know it wasn't because they arrested the guy and he clearly wasn't out to make political change. Just a loony.

Maybe they are saying he didn't have over arching goals for this and isn't connected to any one else. They probably have a strict definition for this in terms of mens rea in the same way that we don't call the death of every person by another a murder.
