the fact that it has that much illegal data is neat, heck putting it on display isn't bad either, but it's not "art"

Uh, yeah, most pirates over the course of their lives have probably downloaded at least that much.
Also, that price tag is bullshit. It makes the assumption that the "artist" would otherwise have bought every single item on the drive if they hadn't been available via piracy. In reality it cost absolutely nothing to anybody.
1 copy =/= 1 lost sale or 1 theft.
