Uhh.. maybe because you don't track down and then earn the trust of one of the World's most wanted men. Grab a gracious interview from him, then turn around and sell him out to the police.

Presumably the same reason you don't mow down enemy troops at a POW exchange, it'll permanently soil trust and make other such exchanges impossible. This situation is different because it has the added bonus of the reporter (and maybe his family) being killed in retaliation.

Cartels don't fuck around, if you don't pay them what you owe them for protection / drugs etc, they'll torture and mutilate your family infront of you as "encouragement"
I remember another story where the cartels put a dude in an oil barrel, filled it with concrete, and then buried it / threw it into the ocean, though thats pretty tame compared to most other shit they've done.

Governments still profit off it for blacklist things they do. Not that it matters the only way to go after the cartel is a full military operation. Even with the leader arrested it won't do much of anything as someone else will just take his place. Plus you know america has to worry about all those scary terrorists across the sea not the ones who could drive into their country if they piss them off.
We should be harsher on Mexico and the cartels then ISIS.

It's not their business to really hurt the United States beyond the crimes they do. Just like it isn't their purpose to destroy the Mexican government.

Your chest would be compressed everytime you took a breath, eventually the concrete would harden and you'd barely be able to move your diaphragm if at all. You would suffocate, or feel like you are for minutes, if not longer before they decide to do whatever else they decide to do.

I don't buy that. The reason there is consumption is because you sell it. People don't suddenly decide they want to go get addicted to heroin and start demanding cartels to provide it. They push it on people.

As much as you can blame drug users for their addiction those who sell and push heroin and other extremely addictive drugs are much more to blame than the people who end up using them IMO.
