Bottleneck? Internet is fine, I lag on ALL multiplayer games

I know my computer isn't great but it should be able to handle games like l4d2 and tf2 on medium at most resolutions. This isn't the case though, it seems whatever I set my graphics at on a multiplayer game I still get choppiness, even in games like runescape. I have dual booted xp and windows 7 and the lag happens on both os's. Here's my system specs...

Do you have the latest drivers? And how many cores does your Processor have? The core part shouldn't matter since I believe you atleast have dual, but it felt a bit incomplete without it.

God, Just googled, it seems to be single cored. You might have your problem there
It it lag as in a delay of movement, or lag as in low FPS? If it's just like stuttering and low FPS, it has nothing to do with your internet. You'll have to turn your settings down lower or upgrade.
Even in Runescape? That points to connection issues considering Runescape is java.
Are you on wireless?
I'm on wired internet, it is single core. When I first installed my current ati card, it didn't seem to lag at all could my card be dying? I manage to get around 40fps in l4d2 but around 198-250 ping and it gets choppy.
Trying making a QoS profile on your router.
Could be something in your operating system.
Make sure if it is a network problem or not, play gmod in singleplayer or something.
On a different note, I also got some kind of "choppynezz" when my old 3500+ got over 50c. Fixed it with a better cooler and taking the voltage up a notch.
Play a game
alt+tab and screenshot [url=http://www.cpuid.com/softwares/hwmonitor.html]HWMonitor[/url] so that we can see your temperatures. Chances are that there's dust inside your case (and fans) which makes you lag in games. It also explains why it did work properly before and doesn't now.

Just cleaned all the dust out with some air duster, my hottest temp is my cpu nd mobo which get around 50c under stress, most of the time it's just 30-40c though.
