Afaik you don't have to tip in Europe (Belgium, The Netherlands) since the waiter's pay is already included in the price. Of course you could do that if you were particularly pleased with the service.

Unless the waiters are being terribly underpaid and depend on tips to survive it really isn't necessary and isn't a reason to get angry at someone.
Do people tip in Europe? I thought it was only an American thing. No one tips in Australia.
I rarely have change on me so I'm usually only able to tip if the chip and pin device offers that functionality. Maybe that is why he didn't provide a tip?

A few places do have tip jars for tips but the money in that gets shared with all the employees after a certain time. The only use a tip has in Europe generally is to show that you're REALLY happy about the service.

Still a bit of a dick move not to tip at all though, I mean I always just put some notes / pocket change down (If it was 32 euros I probably would have put 35 down in notes, depending on the service)

In nearly every restaurant i've been to the service has been fine or great but if it were shit then i definately wouldn't tip. Tips are only necessary if you're in China or something where the waiters are heavily underpaid. Even then you really shouldn't give them a tip because they may be part of the local mafia and they'll hunt you down for more money because you're rich and Western.
