I haven't had any problems the past 4 months ive had this computer, but now when I have steam open, I click things and it takes 30 seconds to register.
Also it seems to be hogging the internet because web pages won't load, and no downloads are running, then when I close steam everything is fine. Idk what to do, the resource manager and task manager say that
Steam isn't using too much memory, my web browser uses more memory than steam.

Steam isn't a light weight program like it used to be, but it has never caused me any problems. Are you sure steam is to blame?
With those specs steam shouldn't be lagging, I'm getting a new laptop with better specs soon, but my current core2 duo processor and 3gb memory serve fine. My first solution would be to check resource monitor but you've already done that and it doesn't seem to be doing much.
There might be another service that is clashing with the steam service if that is anything to help. Though if your resource monitor shows that there is nothing wrong then I have no idea.
Maybe see if running steam in safe mode has any effect?
Deleting Left 4 Dead 2 seemed to fix the problem, as it was the game refusing to finish downloading a patch...
@Naelstrom yes i was sure it was steam since the problems went away when i turned off steam
