If it was Nintendo's legal department that filed the DMCA then fuck them. Its a mod, might as well go ahead and DMCA the rest of the pokemon mods for other games as well if you have such a boner for DMCAing stuff.
The mod "author" must live under a rock to have published that when Nintendo has been on a DMCA spree lately. Not that I have an opinion on the mod proper, just as I said.

I take it a mod for a semi popular and known game, even though it's a free mod, has higher priority because of such. Even though the monetized mobile game would be more harmful.

The point is though a DMCA is a threat of legal action unless its removed.
Only the copyright holder has the right to C&D people infringing on their work.

That's the intention, but people abuse the right to create a DMCA all the time. Even if your content is technically legal or falls under fair use, it's entirely possible for someone to DMCA you for the most arbitrary of reasons because they opted to do so even without having copyright on their side. You can fight the claims, especially in fraudulent cases, but that doesn't stop them from having been sent out and shutting content down in the first place.
No one has checks and balances to stop the initial sendouts, and most react immediately to any sort of claim on the 'offending' content. It's entirely possible for someone to theoretically shut down an entire Youtube channel if they manage to copyright claim 3 videos for the three strike system, though the channel holder can theoretically fight it and [i]maybe[/i] get their channel restored. (Except the entire 'fighting claims' system is a whole mess of a hodgepodge worth its own discussion.)

I didn't realize that the DMCA was done through workshop initially, I didnt even know it was possible to block workshop creations that way, I thought it was a random person sending an email.
Kinda scummy and childish and really it has just drawn potentially the wrong kind of attention (Nintendo).
