In 1967, after the Six-Day War, which saw the extension of Jerusalem’s municipal boundaries, Palestinians with assets in Jerusalem suddenly found themselves considered “absentee” owners, even though they hadn’t gone anywhere. Sometimes they were living only a few hundred meters away, but outside the new Jerusalem city limits and officially in the West Bank, and found their property confiscated only because Israel drew the new municipal border between them and their property, making them no longer residents of Jerusalem - though they never left their homes. Israel has historically used "absentee" property laws to confiscate property away from Arabs and to more importantly revoke any kind of residency rights they had. This law is a continuation of that, justifying it shows that you're essentially a Jewish supremacist. You should have been more truthful when you said "people", as the only "people" in this case are going to be Arabs. The law is all about confiscating property from Arabs and revoking their residency status in order to change the ethnic demographic of the city.

These are not people who move to enemy countries. The West Bank and Gaza, practically speaking, are part of Israel.
