Sounds quite meh to me, but atleast it's better than Bioware's shitty offer.
When a MMO fails that horribly at launch there is no survival for it. Square-enix is just wasting money and time.
Been playing since the open beta, and I can honestly say it's a LOT better now compared to what it was like back then, especially since Naoki Yoshida took over from Tanaka.
As for this, looking forward to my awesome chocobo mount and sub fee discount as well as the Garuda primal fight.

It went free to play while they revamped the entire game, I doubt it's still terrible if Square Enix, a perfectly respectable developer has decided that the game is worth paying for again
I was looking forward to this game for a long time, when I played the beta it was a massive let down. I then made the mistake of buying the game and it was terrible, I hope they manage to sort it out.
I kind of felt terrible when this flopped, it looked really really good and I was planning on buying it.
