My computer is pretty old now. So I'm planning to upgrades from the old E8400 setup I have going. I'm going to reuse my case which is the NZXT Tempest. I will also reuse my PSU which is the OCZ 850W gamexstream. My monitor is 24" and the resolution is 1920x1200. I'm planning to use this to mainly play games.
Since it has been a while since I have build my computer I'm not 100% certain about my choice of new components. I did do a bit of research into a few parts and I think I may have an alright build. I do not know how much RAM is overkill anymore. Is there much of an advantage in 16gb?
My budget is around £500 - £650 I would say.

16Gb of RAM could only be well used if you are doing a lot video editing and if you need that much RAM if you plan to use RAMDisk and put some program on the RAM.
If you are going to overclock, you want the i5-3570k (the 3570 does not overclock). If not, get an H77 motherboard. The recommended z77 motherboards of choice now are the G45-gaming (better sound, 2 PCI-e 3) and z77x-d3h (more USB, better BIOS). If you don't plan on doing any SLI or crossfire, I recommend the G43. You could also go with Haswell which is a bit more performance for a bit more cost. It's worth it if you ask me. The motherboard recommendations there are the same, just get the z87 versions of them.
If I was to go with a Haswell, which model would you recommend for gaming? And which of the z87 motherboards are considered some of the best?
I also do plan to overclock.

The 4670k is Haswell's version of the 3570k.

G45-Gaming is facepunch's most recommended.
