I have a q6600 currently at 3.2 Ghz, and I want to know if my temperatures are fine.
Using Intel Burn Test, I completed 10 runs on standard, and a couple of times (Core 1 and 2) would hit 70 degrees for a second and it would come back to around 66-68. The other cores never go above 68 degrees.
Question: Are my temperatures fine, or should I back off a bit?

What's the max temperature that's safe for the q6600?

There is no specific max safe limit for any specific possessor. Just keep in mind that the chip itself is rated to go to 100 degrees without fizzling. And most motherboards will shut the computer off at around 80 degrees automatically to prevent serious damage. As a general rule of thumb, most people will tell you to never let a computer hit over 65 under load.
If you put the thermal grease on yourself, I would try re-seating the heat-sink with less thermal paste. (If your computer came pre-made or with the grease pre-attached pay no attention to this paragraph)
That is a tad hot, did you set the voltages yourself, or is the motherboard handling them?
specific processor, yes, but the processor has a general spec, which is 71c for G0. or, around 80-90c core temps. At or near that temperature, it will simply throttle down. If it continues to get hotter, it will shut down.
one thing is that at the temps you mentioned in the OP could cause OC instability.. but that's about it.
I don't think you need to get another HSF unless there are problems
