I have a Intel Pentium 4 CPU 2.66 ghz (Yeah i know, it's old.)
1.5 gb of ram
and an ATI radeon x1650 pro
I'm going to install W7 soon, and i don't want it to be a laggy bitch, so I'm hoping to upgrade. What's the most pressing issue right now? And, if you could, give me suggestions on something cheap but useful i could get to upgrade.
If your running multiple demanding applications the ram may need upgrading if not you should be fine, im running windows 7 on a laptop and 1gb of ram and its fine for surfing the web.
I do a bit of CSS, sometimes garry's mod, but usually it's just iTunes, Steam, and a few tabs of Google Chrome. The real problem is, I put CSS on the lowest settings, with my current specs and get 10-30 FPS in a game. It's really horrible.

Well, a new processor, AMD most likely, some new ram, and a new GPU....
Unfortunatly, the hard truth is, upgrading ends up being alot more than you expected. First its the GPU, but thats being held back by your CPU, so you get a new cpu, you then need a new MOBO, then you need more ram.
Does your motherboard support PCI express or just plain agp?

It must be PCI

I would say go for a graphics card

But before installing windows 7 see if there are drivers for your sound card
