#1 You start out with one capital, one other city, one military base and one economy output. #2 Each round you get a choice: Expand land by one province or build a new city/military/economy. You can capture capitals but you can't build them. #3 If someone has no military left they can't invade until they create a new one, and you can't create cities or military bases without economy outputs in that province. #4 You can explore new lands without military bases, but you need a military base beside an enemy province in order to capture it if they have a city. #5 You can only invade if you have access to the location, don't capture things if you are not connected to anything. Explore land by sea using the red connectors. #6 Some provinces are too small to fit all building types, keep this in mind when expanding/invading. #7 When you gain a province, your flag replaces whatever flag came before it. #8 If you own 10 provinces and have 10 cities, you are automatically an empire and can expand by sea anywhere #9 If someone breaks one of these rules, please ignore their turn and use the turn before them. #10 Use declare if possible.
