So as the title says my newly acquired GTX 560 is running bad in games. I used EVGA Precision to see what was going on and noticed the gpu usage was really low in the game and lagged like hell. Steam would also randomly disconnect and I would get huge lag spikes. I thought it had something to do with sandy bridge integrated graphic as as I have a H67 mobo but I learned it automatically disables it. At this point I'm not sure what the problem is.

Try updating / restarting the game.
Sometimes windows 7 will shit its self on older games due to it not having the latest patch.
I don't think your hardware is to blame

Odd, your system seems great. Which monitor is set as the primary in Windows? Do you have Multiple screen performance mode on, in the NVCP? It might be a problem with your CPU bottlenecking, it's only showing in CPU-Z as 1.6 Ghz, but I assume that's just power saving - make sure it's running at normal speed under load. Does it still lag without Pandora open? Pandora is flash, I think, which can be pretty CPU hungry, as well.
HoN is new and the CPU is 3.1 ghz. It may have been the remnants of the intel hd drivers left over but the game still doesn't go above 7% GPU usage while other games like STALKER and Starcraft 2 run alot faster and use more of it. I'm thinking its the game engine itself.
Oh, WoW has a setting to limit FPS when it's running in the background / foreground, check if that's enabled. It may think it's running in the background for some reason, or if you have set the max FPS relatively low in the settings.
Theres no options in the menu for that. I set task manager priority to high and it uses about 9-10% now and runs abit smoother but still laggy in team fights and such.
Try different drivers?
Newest ones there are. Only reported problems with them which I haven't ever experienced is Flash plugin crashes.

Have you tried nuking your drivers and reinstalling them? Does it do this for every game?
im sorry... it looked like a wow screenshot to me, with a custom UI. I've never played HoN and havn't played WoW in more than 6 months.
My friend did have problems with HoN running on DirectX with his 560ti SLI, switch it over to OpenGL instead.
