what happens after someone picks the same name you had? can you choose a new one for free or is it chargable?

Its likely when you try to sign into the character it will come up with a box asking you to change your name, similar to when you transfer to another servers which already has someone with your name.

Yeah they arent gonna like, lock your character down till you pay. You just get a free rename. I've had it happen to an inactive character before, but i guess its news this time because its gonna be a huge, worldwide opt-out wipe
