What made them think having the word "whore" in a game's title would go unnoticed and without controversy though?

I think it was deliberate because of how vivid a word it is. It'll catch the eye of someone passing by a game store who has no idea about the game so its good from a marketing standpoint, but it also really drives home the symbolism of the city, country, and history of the time, so its good from a thematic(?) standpoint.
