Because in NK's view the whole Korea continent should still be one, and that those people are their people. The have a grudge against the 'imperialists' not their own people.

this is generally common practice for "good" guys who want to launch a strike on a populated area, we did it in iraq and vietnam, its part of some treaty or something, usually the one side drops leaflets or small radios to warn the locals to get out, then before word can spread outside of the area, strikes,

The US has historically dropped leaflets into areas that are about to be strategically bombed.

It's not just some 'arty on a random island' to the people who live there. Certainly not to the people who died last time this happened.
It seems like this NK thing gets pretty real. Simply saying that nothing will happen will not suffice this time.

It's general practice. You go over an area and hit it with warning and propaganda leaflets, and basically warn people that you are close to attacking, and you don't wish to have un-needed casualties.

The first shell is an act of war(or limited conflict), threatening is not.
If that was the case we would have invaded Iran by now.

It's weird that they warn the residents on the NW Islands about a possible upcoming attack. Considering it's a huge military staging area for Naval, SOF, or aircraft for either North or South Korea in the time of an all out attack.
It seems like nK is trying to tell us that they will try to obtain control of this staging area, even when it's remained under the jurisdiction by the United Nations.
The only thing I can see nK using this island for is for their mine laying operations around/in the NLL, and staging their paratroopers for a Seoul drop. If they can even make it that far.
You lose the islands...you lose western coastal superiority.

The North Koreans literally sent commandos into South Korea to kill the president, ended up killing SK police men and civilians.

If that happened to the USA, or any other country, they woulda fought the fuck out of them. I don't know whether that's irresponsibility or not, on one hand it avoided the civ deaths, but on the other hand it was just putting off the problem to another generation. Now it's even worse especially because they have nukes, something that makes this even more complicated...
Perhaps it woulda been better for them to deal with them earlier, but then again, what does "dealing with them" mean?

It's not really going to be a WW3. China is going to back the fuck up if their puppet of a country decides to be stupid. It's going to be a lot of countries versus 1. Even if war does break out with them, I would think that it would last a year or less. They're going to deplete their TBMs, air defense, and aircraft in the first few weeks anyways. All of these which nK needs to sustain a push into sK.

Dealing with them, from both NK or SK point of views is suicide. More so for NK which is why they're not stupid enough to actually start a straight up war, at least SK would survive at the cost of thousands of innocent lives and soldiers.
North Korean attacks are like natural disasters at this point. South Korea can't do anything about them.
So that's why after an airliner being blown up full of people, an attack against the presidents life with a ridiculous amount of civilians killed, a bombed island and 48 sailors sank, over 50 border incursions with a varied amount of dead and injured, thousands of empty threats, armistices 'broken' and nuclear weapon tests there is still now war.
That's just off the top of my head. I'd be here all night listing every time NK killed a person or blew something up.
Are we actually going to have anything?
Why can't we have a thread posted that says "NORTH KOREA ACTUALLY BACKS UP THEIR WORDS" instead of all these ones which are vague threats and warnings and the leader shouting?
