TuxPaint.
I recommend Kolourpaint from the KDE package, normally I don't care much for KDE but this is actually a really good, simply and paint-like program.
Some people don't understand this alternative thing.
GIMP = Photoshop
TuxPaint = MS Paint
Gimp can do pixel art well, what's wrong with it?
I use gimp for pixel art. It's good because you can cheat by using the blur tool and changing the opacity for shading.
