Not entirely.
If you work as a contractor then you would own your vehicle. But most truckers work for actually companies and don't own the trucks they are driving.

I can totally understand it for company trucks. They are driven by multiple people, and how is it fair to force a non-smoker to sit in a truck for hours at a time that's completely saturated by nicotine and tar because the asshole before him smoked in it? If you don't like it, become an owner-operator. Otherwise, follow the company rules and deal with it.

If it's not breaking regulations, sure.
Personally I'd be curious to know what he was hauling. There are a lot of federal regulations for truck drivers on what kind of material loads they cannot smoke around.

It's probably his truck.
Most larger companies will have a fleet, but some people who run their own business or are on contract use their own truck.
