I logged on today normally, opened up FP and browsed a bit when my monitor's brightness began flickering
After ~ 5 mins of this it turned off completely (the monitor light was still green) so I disconnected the VGA wire and reconnected it. Since then the bottom of my screen is far too bright, and the top of it is far too dark. I've google'd a bit but haven't really found anything relevant, I'm sitting at the same angle to my monitor as I always have (angle doesn't seem to affect it anyway)
is the monitor or GPU causing it? and can it be fixed??

Oh, and I'm using an ATI Radeon HD 4600.

Sounds like the backlight broke.
