I've got a NVIDIA GeForce 6150SE NForce 430
Should i be able to?
Make some reasonable answers. I am quite concerned.
It's not out yet. How we are supposed to know?
No
It uses the same engine as fallout 3
and the 6150 is really old
You need to give us the rest of your specs before we can decide. But the official specs have not been announced yet. Considering the graphics don't look any different than Fallout 3's, if you can run that you should be fine. But don't go pre-ordering until you know for sure.

:h:
you could, but it's not going to be very playable. you're looking at about 12 FPS on lowest settings with some performance mods added.
I suggest picking up a Radeon HD 4350 for about $30 if you want to play with any decent framerates.
can you run oblivion?
if it's got no AGP or PCIe lanes (ie a handful of prebuilts, especially dells) then you'll have to pick up a PCI card, in which case I wouldn't suggest getting anything more powerful than an 8400GS.

Yes

AMD Athlon 64 X2 Dual Core Processor 5200 +2.70 GHz
Memory (RAM) 3.00 GB
32-bit operating system

then you can run NV

Will there be any FPS problems?
the same ones you have with Oblivion
oh man i really need a new CPU.. I'm using a amd x2 6000 with a gtx 260..
(looking at your 5200 made me realize)
You got a 6150 and you're wondering if you can run it? Of course you can. hell I ran fallout3 on a x1650pro AGP. It won't run well, and it won't be decent graphics settings (unless you're willing to sacrifice your framerate).
I'm pretty sure that specs will be identical with fallout 3's.
