The Lower Case is a back-page feature in the Columbia Journalism Review, which is a respected publication dealing with the mass media and journalism. The point of it is to collect poorly-written headlines, generally headlines that could be interpreted in a wrong (and amusing) manner. Unless you are dumb or bad with the English, in which case I can explain to you why they are funny, if you like. I haven't seen any from outside the US, but I can't see why they wouldn't take them.
Some of these are great.

They are funny, but they are still pretty grim articles.
