Roger Kahn was my senator when I lived in Saginaw. This is probably the most useful thing he's done in his several years in office.

Every once in a while, you get people who try and shake down the wealthy families who live on the lakeside during the summer months, as well as the occasional case of "bumper boats" (or other silly aquatic vehicle based shenanigans) that goes completely awry. Because of that, they have Red Cross and Coast Guard outposts every 5 to 10 miles of lake shore or so.
