To be honest, Valve as a whole has been acting out of character lately and I am not liking the sounds of it. I suppose all companies need to become a business at some point, just like EA and Activision have done and since Valve makes a gigantic amount of money off of Steam and so on, it makes sense.
This is getting a little scary, one person being "fired" sounded odd enough, but a whole group? Stepping away from Steam? I'm concerned for the future.
Apparently most of the layoffs were for their hardware division; makes sense, considering how many businesses are planning Steam Boxes and the popularity of the Oculus Rift. A few others that were mentioned...I don't know. I think we need to wait a little for their official word before making too many judgements.

One can only hope that they are thinking about splitting into two separate groups, one to focus on games and one for Steam. I mean, at this point I would imagine that Valve is making far more money off of Steam than their own games since they hardly release any. Their newest game was what, CS:GO? and that was only like $15 at [I]launch[/I].
They just finished HL3 so they are no longer needed, obviously
If they just announce and release the next Half-Life, or just a new game in general, they will literally bring in a shitload of money.
Just think how shit steam will be if it turns into an open platform and we have to rely on publishers uploading their games

I think making speculations and forming opinions on matters that we have no information on is way out of our league, even if it is unlike valve. Hopefully they'll post some kind of statement about this.

So they lay off staff and play around with the concept of making Steam freely available for anyone and that suddenly makes the company as a whole a big evil corporate business that's only grubbing for money?
People get fired because they need to get fired, you're not immune to getting fired just because you work at Valve, you need to be efficient, hard-working and produce results in one form or another.
If Valve decided their hardware plans wouldn't work after all or whatever, then they would no longer need the people working on it.
All we can do is speculate, and speculating that something is wrong with Valve because they lay off staff is just utterly weird and says something about the twisted good-guy image everyone has of Valve as if they are perfect, never makes mistakes and never do anything deemed bad.

they'd have to bundle episode 3 in with it, no sense in beginning a whole new story arch when the current one was left on an unresolved cliff-hanger

Valve is a business, layoffs and firings happen.
Valve fires people all the time, this is just rather high profile. Their main hardware guys at still at valve, so obviously these people wanted to leave or weren't pulling their weight.

It wasnt much hardware, you should check and see who actually got fired.
Some big name artists and programmers who had been there for a very long time.
