More more likely, probably some lower and mid level party officials or military leaders lived there. From my understand, only party members or military officials get to live in Pyongyang due to their loyalty and reliability to the regime.
Meanwhile in China, journalists and bloggers who exposed how Tofu-dreg schools ended up killing kids during the 2008 earthquake would would have been alive had the schools been better built were arrested.

Isn't it like completely empty inside. I remember reading that some of the floors are actually just empty gaps to make the building taller, so like one floor might actually be the equivalent of 10.

According to reports, it's built incredibly poorly - even the elevator shafts are crooked. Any sensible government would've demolished it a long time ago, but North Korea likes status symbols, not actual buildings.

It's still "in construction", it's supposed to be a hotel but they've been working on it on and off for the past 20 years.
The guides told me it'd be up and running in 2016, but it'll prob take longer than that.

They don't even let the starving people eat the grass growing on the ground, while the higher-ups live in as much wealth as they can.
