From my understand, only party members or military officials get to live in Pyongyang due to their loyalty and reliability to the regime. Meanwhile in China, journalists and bloggers who exposed how Tofu-dreg schools ended up killing kids during the 2008 earthquake would would have been alive had the schools been better built were arrested.
