The NSA is a vital intelligence gathering agency for the US government. We'd be fucked without it. Are you upset that the US government is collecting intelligence on foreign governments?

Nah, this isn't really on Booz, because we're talking psychological motivation, not basic red flags like criminal history. The kinds of checks that would be done before giving this guy a high-level clearance would be performed by the FBI and NSA themselves, so clearly they're the ones who dropped the ball. Of course, every agency has people who slip through the cracks.

The likelihood was that this gentleman became an insider threat after employment.

Plus regardless of when he "turned", it's pretty much impossible to detect anyway isn't it? I know NSA does polygraph screening on new hires, not sure about contractors, but they're not difficult to cheat and aside from that you really have no idea what the person's intent is. If somebody is determined to leak something, you're really only going to know when you catch them in the act.

Booz has polygraphs for employment requiring clearance, but yeah, they can be cheated.

They're a bit one-sided when you consider that while CSIS is an ally, the NSA requests information from us but we're not allowed to request the same from the NSA under reasons of National Security.
