Window being too darkly tinted, a certain amount of visibility is required by law in most states. Also one way glass is pretty much illegal to use in vehicle windows for the most part.
There are some exceptions to this, usually for medical reasons such as photosensitivity and melanomas. However the necessary documentation should be on hand explaining why the extra tinting is needed, including but not limited to prescriptions and level of tinting that satisfies the requirements of the passengers.
In India they made dark tinted windows illegal to use a couple of years ago.

Safety, I imagine. Too much tint can obscure vision, both looking out and looking in. It isn't illegal in every state though.

some places do it so that police have visibility in the car to catch anyone doing illegal actions/see what someone could be hiding. however the primary reason for the law is for the safety of the vehicle operator, they believe visibility is limited through tinted windows.

All states allow tints to a certain extent, it is when it gets over 50% tinted they start to care. If you have eye issues then you can get a doctors note and have darker tints but generally they are hard to get.

limo's get away with it because they have "limo tint". you can still see through it, but it's dark enough for privacy purposes but still can be seen through.
Driving while high is fairly dangerous. Not as bad as drunk driving, but still.

the safety pitch is total bullshit you can see just fine out of an illegally dark tint, this is just one of those laws used to pull people over in hopes of finding something else
I got high for the first time last week and I don't know how anyone can drive or... Do anything, really.

That's called an unmarked car, and by law you are allowed to dial 911 to validate the legitimacy of the stop.
Yeah normally unmarked cars dont pull people over. In my area at least, they're for the police investigators. They only pull people if no other police are near by.

Around here (Baltimore area) state and county use unmarked and will use them for traffic patrol.
