Guys, this is [url=http://en.wikipedia.org/wiki/Treaty_on_Open_Skies]part of a treaty between several states[/url] that promotes peace and deescalation of buildup fears. That means if you get intelligence that, say, the US navy is massing nuclear missiles in Alaska to nuke the shit out of Russia, Russia can legally fly over the area, confirm there are no nuclear missiles, and that information is available to all signatories of the treaty (at only the cost of reproducing the film/imaging). It's a good thing, and meant to prevent another Cold War. And yes, Canada can fly over Russia if they so choose.
