So, I have recently lost my iTunes library. And since now you can re-download your songs, I thought I would be okay. But when I went to purchased, none of my songs/apps showed up.

Did you have a backup? Such as Time machine set up????
I would contact apple through phone support, they will help you... I lost my library once and they gave me all my songs back for free!! So yea, contact them!
EDIT: sorry I realized you have a PC LOL!!! Can you try "system restore"? And go back to a point where you had the songs in your library, that should work!

Actually it's still broken for me, regardless of the version of iTunes I use.
Send Apple an email, last time I lost my purchases they just set them all as not downloaded and all my songs bought within 6 months were in my download queue.
