So, I can't browse the store ingame with Steam, look at updates and pretty much everything because of this. This started happening about a month ago.
Scanned for viruses?

I have NOD 32, so I know there isn't any viruses.
No, I haven't. I tried turning off Windows Firewall but it doesn't solve it. Also, what is a good firewall to download?

You're making it sound like it doesn't work in any of those but that it does work in other browsers.
Does firefox work? Does pinging google.com work? If no, does pinging 74.125.53.100 work? If yes to that last one, it's a problem with DNS server.
Firefox does work, it's what I'm using now.
Pinging both of those websites works.

Sounds a lot like a firewall problem to me, because since pinging a website works, it signifies that
1. You do have a connection to the internet
2. Your ISP's DNS servers are functional (or whatever DNS server you use), as the ping successfully resolved the URL's you entered.
Assure that all security programs are not filtering or doing otherwise with your internet connection. Then try. If it still doesn't work, try unplugging your router for 5 mins, than replugging it in, this usually fixes most router related problems.
You could try the following in a command prompt (ctr+r, cmd.exe):
ipconfig /release
ipconfig /renew
ipconfig /flushdns
ipconfig /registerdns
You may need admin priviledges to do this, and if you're using vista, you may have to start the command prompt with admin priviledges (in vista, even if your account has admin priv's you need to explicitly tell the OS to run an app as admin to take advantage of the admin priv's), in which case you go to start>all programs>accessories>command prompt>right click>Run As Administrator
and enter the commands listed above.

Doing those commands still doesn't work.
Did you try the router restart as I suggested?
Its a long shot, but if you're using an ethernet (wired) connection, your LAN card may have sustained soem electrostatic damage, and if this is it, than you need a new LAN card, if you have a spare try it.
