XFX ATi Radeon HD 5770 & Windows 7. How the fuck do I force V-sync to stay enabled?

I just recently got GTA San Andreas from the massive Steam sale, and when the FPS reaches a certain level, annoying glitches occur (The physics engine gets seizures). I got around 180FPS with everything maxed, and I felt like recording one of them glitches, but as soon as I start recording with Fraps, the FPS dives down to around 65, and the glitches stops occuring. Since I see the pattern in this, I turn Framelimiter on in the settings, the glitches ceases to occur, but it limits the framerate to 30, which is a big no. So I google'd around, and found this option:

I switched that to "Always on", and guess what? My FPS weren't limited at all. So after another 20 seconds of googling, I find out that the option in question doesn't function in Windows 7.
So how the fuck am I supposed to limit my framerate to 60FPS, then?

Turn the graphics settings up as far as possible in san andreas, and in Catalyst put on 8x AA with Adaptive, that will sure pull the frame rate down a little (but not too much).

The cars will get a lot more weight than they should I.E, releasing the throttle pretty much gives the same result as braking.

Also, I installed the mod that makes the draw-distance 10x higher, and while it makes the game look quite cool, it only decreases my framerate by around 5 FPS.
And the thing James1o1o suggested, I tried all kinds of different combinations, and it either decreases my framerate way too much, or it's bareably noticeable. :v:

It already draws the entire map. If I do that it'll just draw a shitload of water, which won't really do anything.
