• Steam will not connect, launch or do anything else

I moved my computer from one room to another (spare room to my bedroom) and there were massive problems getting the wireless network to connect. Once that problem was sorted, and everything would run, Steam would not, saying that I wasn't connected to the internet and there was no login information on my computer. I have tried repairing twice with no success. I resorted to a reinstall, and now I can't even get a message from Steam coming up. All I get is a windows error saying that I need to be connected to the internet (which I quite clearly am). My steam is somehow running off of a different drive, so I reinstalled to there, but with no luck. I do not want to have to redownload everything.
Delete everything except steam.exe and steamapps folder. Try running then.
Recap: since posting wireless signal was lost with 100% strength continually
