Nah nah, the CIA spies on other countries, just as those nations specific spying agencies spy on the US.
I think at this point it is more appropriate to ask who the U.S. ISNT spying on.

Yeah, nations keeping tabs on each other has been a concept for ages.
There's treaties that allow other countries spy planes to fly over for the sole purpose of information gathering. So I don't understand why this is a big deal. Like 40 countries allow surveillance flights over one another's entire territories
