There's actually a real problem on Amazon with this and they don't seem to give too much of a shit.
There are companies out there, mostly companies in China since they could just say "Well it's being delivered by China post so just wait >;3c" with english names that sell items that don't exist and don't deliver them ever.
They usually sell items for cheap that are popular and high rated since the 5 star rating on the amazon page actually reflects the quality of the product sold by all buyers, instead of the quality of the product sold by that buyer.
I was caught by a scam, bought a cheap battery tester for $5, 4 weeks shipping but 2 months later it never arrived so I sent a complaint that went directly to the company, no response for 1 week so I checked the store page and there were hundreds of 1 star ratings by the company claiming that it's been 3 months and their item never came, along with the delisting of every item that was sold.
Contacted amazon directly and I got a refund. Despite how this seller was a blatant scammer, I never got any sort of notification or some sort of automatic refund.
