I don't think the title is bad and it states that it was an accident in the second sentence of the summary. It would really be something if he said, "Suspicious explosion and fire kills 13 in france", or "Yet another explosion kills 13 in France".

At worst it's a bit too vague, but it doesn't feel intentional

There's nothing sensational about it.
Please change that retarded clickbait title. It happened in the "confined" cave of a bar rented for the occasion. The bday cake fell and the candles lit on fire the curtains. The fire quickly expanded to the room's soundproof layers and 6 of the victims suffocated. One person is between life and death in the hospital.

The title simply states 13 people died in an explosion; not what caused it.
"the title technically states this" doesn't make something not sensationalist. That's the art of a sensationalist title. It leaves out just enough detail to seem like it's something else. If you didn't realize this before, you must be very new to this section.
I'd hate to go on about the title, but I think it's highlights potential problems of character that should be considered. Even if you accidentally thought it was a terrorist attack, why would it matter? You get to the content and realize it's something else. It's not like the OP really gets anything out of it. I think it's a personal problem when you see "explosion" and immediately think "terrorist". Explosions happen. Explosions can happen because of construction. Explosions can happen because of ovens. Life still continues in spite of terrorism, and life itself is chaotic. If you confused this for terrorism and feel like it's the OP's duty to tell you it's not terrorism, perhaps you need to stop jumping to conclusions. It's like if I saw "Cop hit and killed by car in Dallas", and complained because [I]I[/I] assumed it was a hate crime. Sure, the Dallas shootings happened a while back, but it would be incorrect for me to jump to the conclusion that it was an extremist BLM person. People get hit by cars all the time. I'd have a point in complaining if it was something like, "Cop hit and killed by possible BLM member" or something like that, but if a cop was actually hit and killed by a car in Dallas, it doesn't necessarily mean that people are trying to bank off of the deaths that happened prior, or that it's an attempt at trolling. Besides, this tragedy is still extremely shitty. It was something meant to be happy turned into a death pit. Accidental or out of terrorism, the end result is still the same.
Wow. France is so unlucky lately.
Can't imagine how devastating it would be if the birthday boy/girl was the sole survivor of this explosion while most of his/her friends were killed.
