Europol is also tapping into Romania’s cyber savvy. (then again, I have phone, TV channels, prepaid phone card with 500mb every month and the internet just doesn't goes further than that because the signal sucks where I live)

Those networks kept expanding, and eventually got bought up by big internet companies. They kept improving those networks, centralized them, modernized them. I love how there's internet access literally everywhere, even though I live in a fairly remote area.

Plus, in a place where major capital cities are sometimes 3,000 km away from each other, it's not surprising. There are some places where ISDN / Dial-up is still used alot because of a lack of proper infrastructure. Romania even has faster internet than we do on average, even though they have a smaller economy & smaller country. Good on them for using technology on countering russian cyber-warfare. Might actually give the EU a +1 on mutual trust / defence for Ukraine, plus garnering more middle-class support in favouring them. I'm not sure about the wealthy & poor though.
